CREATING ESMs from Esps:
Only Plugins that ADD objects to the game world make a good Esm. Any Plugin that alters and/or removes references from the Morrowind.esm will not make good Esms on there own. Any altered reference will show up as a seperate object and the removed references will NOT be removed. A separate Esp file is then required to do those functions. The Primary purpose of converting an Esp to an Esm is to overcome the Morrowind Esp "save game doubling bug". Esm files will not suffer from this bug.

Don't run around excited, trying to make your new house mod or custom made island an esm-file. This is only necessary for Mods, that modify lots of moving Npcs or creatures located in cells, that are not included in your mod. If the cells are included in your mod, they will only be affected, when you update your mod. So here go with the guidelines for updating mods without having doubling occur, explained above. Best example to validate this is, that doubling will not occur with Firemoth, which adds lots of creatures to it's own cells.

If you are going to convert an Esp plugin into an Esm, "The Esp Cleaner" by Horatio is HIGHLY recomended.

NOTE:
If you want to edit or alter an ESM mod you will need to create your own Esp plugin with your changes while the ESM mod is checked in TES editor.
TES Editor set will not let you alter ESMs.
